Petrobras and Sempra have concluded negotiations for a long-term sales and purchase agreement. Under this strategic alliance, the Brazilian state-owned oil company will purchase approximately 0.8 million tonnes per year of liquefied natural gas (LNG) from the Port Arthur LNG Phase 2 complex, located in Jefferson County, Texas.
Long-term supply agreement between Petrobras and Sempra
This commercial deal strengthens the U.S. company’s position as a key supplier in international hydrocarbons markets. The transaction adds the first South American corporation to this Texas facility’s customer portfolio, ensuring a steady flow of energy resources to the region.
Phase 2 of the industrial development will reach a total production capacity of nearly 26 million tonnes per year through the deployment of two new liquefaction trains. Notably, this additional stage received a favorable final investment decision (FID) in September 2025, with start-up projected for 2030 and 2031.
Meanwhile, Phase 1 of the facility remains on its construction schedule, with commercial operations expected to begin between late 2027 and 2028. This infrastructure has strategic access to multiple natural gas basins in the United States, efficient midstream connectivity, and scalable infrastructure designed to supply Atlantic and Pacific customers.
The Brazilian corporation maintains a comprehensive plan to diversify its energy supply sources across multiple geographies. This purchase of U.S. gas aligns with parallel deepwater expansion initiatives, including its recent entry into eight exploration blocks in Côte d’Ivoire.
