Dialog Resources allocates US$81 million to the offshore RAJA project

Dialog Resources will allocate US$81 million to the offshore development of the RAJA Cluster in Malaysia, with estimated reserves of 6.1 million barrels.

Dialog Resources will move forward with the development of the RAJA Cluster after making the final investment decision for the US$81 million project. The company also received approval for the field’s development and abandonment plan from Malaysia Petroleum Management (MPM). The offshore project is located off East Kertih in Terengganu state and is part of Dialog Resources’ strategy to develop small and marginal fields within Malaysia’s upstream sector.

Dialog Resources begins the development phase of the RAJA Cluster

In December 2024, Petronas awarded the RAJA Cluster to Dialog Resources through a Small Field Production Agreement (SFA PSC). The company, the upstream division of the Dialog Group, holds a 100 % stake in the project. Since then, Dialog has completed a two-year pre-development phase, which included reprocessing 3D seismic data, as well as conducting technical studies and resource assessments to define the exploitation strategy. With this work completed, the company determined that the project is technically and commercially viable. Dialog estimates that the asset contains approximately 6.1 million barrels of proven plus probable reserves.

First production planned after two years of work

The RAJA Cluster will now enter a development phase lasting approximately two years. Once this stage is complete, commercial production is expected to begin. The SFA PSC contract has a total term of 14 years. This period includes the initial two years of pre-development, followed by the construction and commissioning phase. Subsequently, the asset could remain in production for approximately 10 years or until the contract expires. The project will also allow Dialog to expand its production portfolio in Malaysia and strengthen its presence in the development of smaller fields.

The Tarpon platform will support offshore development

To execute the project, Dialog Resources plans to leverage its own technical capabilities, including its Tarpon platform system, developed for marginal fields located in waters less than 100 meters deep. This solution allows the infrastructure to be tailored to projects where the volume of reserves necessitates keeping development costs under control. This approach also aligns with Dialog’s strategy of utilizing existing facilities whenever technical conditions permit. The company focuses its upstream operations on two main fronts: the first is the redevelopment of mature and marginal fields. The second comprises new projects connected to existing production centers or infrastructure.

RAJA Cluster Project Funding

Dialog indicated that the development will be financed through internally generated resources and potential external sources of capital, the company has not yet determined the proportion that will correspond to each mechanism. It also stated that it does not expect the investment to have a significant material impact on its results for fiscal year 2027, which ends on June 30 of that year. Dialog Resources already has experience with this type of contract, the company has operated the SFA for the Baram Junior Cluster since 2023 and also assumed the contract for the Mutiara Cluster in June 2025.

RAJA could bring new revenue to Dialog

From a financial perspective, the RAJA Cluster’s entry into production could generate a new revenue stream for Dialog Group. MBSB Investment Bank estimated that the asset could increase the company’s net profit by between 5% and 10% during its production phase.

However, this result will depend on variables such as the evolution of international oil prices and the possible application of enhanced oil recovery techniques, hydrocarbons with regulatory approval and the final investment decision now in place, the RAJA Cluster is entering a new phase focused on its construction and future commissioning within Malaysia’s upstream sector.
