Uzbekistan and ROSEN to Strengthen Oil and Gas Infrastructure Safety

The agreement seeks to strengthen industrial safety, integrity management, and regulatory practices in Uzbekistan's energy sector.

The Committee for Industrial, Radiological and Nuclear Safety of the Cabinet of Ministers of the Republic of Uzbekistan (IRNS) and the international company ROSEN Group signed a Memorandum of Understanding (MoU) to develop technical cooperation on safety and integrity of oil and gas infrastructure.

The agreement establishes a collaboration framework focused on knowledge exchange, technical advisory, and regulatory capacity development to strengthen the country’s industrial and energy safety.

Uzbekistan to Strengthen Energy Infrastructure Oversight

The cooperation includes the analysis and adaptation of international best practices in risk-based inspection, asset integrity, and operational safety for critical oil, gas, and related industrial sector infrastructure.

According to the IRNS Committee, the objective is to modernize regulatory oversight and strengthen national technical capacity as the country continues to expand and upgrade its energy infrastructure.

“This cooperation with ROSEN represents an important step toward strengthening Uzbekistan’s industrial safety and oil and gas framework,” stated Isoqjonov Akhadkhan Ikromjonovich, First Deputy Chairman of the IRNS Committee.

The official noted that the exchange of international experience will enable improved regulatory oversight and support safe and sustainable industrial growth.

ROSEN to Contribute Asset Integrity Expertise

From ROSEN Group’s perspective, the memorandum reflects a shared vision to strengthen critical infrastructure integrity through technical cooperation with national authorities.

Hernando Cáceres, Senior Vice President of ROSEN, emphasized that the collaboration seeks to support Uzbekistan in adopting advanced inspection and integrity methodologies aligned with local regulatory needs.

“Effective infrastructure integrity is fundamental to public safety and energy security,” stated Cáceres.

The company was selected due to its international experience in asset and pipeline integrity, as well as its regional presence and operational knowledge in Central Asia.

Risk-Based Inspection to Be Part of Pilot Projects

The agreement also includes the development of pilot initiatives to demonstrate the application of modern risk-based inspection methodologies as an alternative to traditional inspection approaches.

These activities will be implemented under regulatory compliance and could serve as a reference for future industrial modernization programs in Uzbekistan.

The memorandum was signed during the Oil & Gas Uzbekistan 2026 event, in the presence of government and international representatives from the energy sector.

Feruza Tatybaeva, Honorary Consul of the Kingdom of the Netherlands in Uzbekistan, emphasized that the agreement demonstrates how international partnerships can support the resilience and modernization of critical infrastructure in the energy sector.
