According to official reports, the renewable energy company D.E. Shaw Renewable Investments (DESRI) and the investment platform Tierra Adentro Growth Capital (TAGC) have begun construction on two solar complexes with battery storage in San Juan County, New Mexico.
The projects, named Foxtail Flats Solar and Storage and Four Mile Mesa Solar and Storage, will have a combined capacity of 270 megawatts (MW) of solar energy and 180 MW of battery storage.
Physical work on both assets formally began following a groundbreaking ceremony held in mid-May 2026, with the estimated commercial operation date set for 2027.
Technical specifications and power purchase agreements
The facility includes a solar capacity of 170 MW complemented by an 80 MW, 320 megawatt-hour (MWh) battery storage system. This segment will operate under a long-term power purchase agreement structured directly with the Incorporated County of Los Alamos.
Regarding the Four Mile Mesa plant, the technical configuration includes 100 MW of photovoltaic generation and a 100 MW, 400 MWh storage system. Consequently, the energy generated by this second complex will be channeled through the public utility PNM’s 36B tariff to supply clean electricity to Meta’s global data center operations.
Strategic location and local socioeconomic impact
In terms of geographic location, the two infrastructures will be developed on land belonging to the Ute Mountain Ute Tribe. Additionally, the new energy complexes will be situated next to DESRI’s San Juan solar plant and the former power plant of the same name.
Labor projections from the construction companies estimate that the development of the works will generate approximately 600 direct jobs during the phase of peak technical activity.
Financial structure and engineering contracts
Furthermore, financing for the execution of the construction phases has been secured through the banking groups Norddeutsche Landesbank Girozentrale (NORD/LB) and Santander Corporate & Investment Bank.
Additionally, SOLV Energy has been officially designated to act as the primary engineering, procurement, and construction (EPC) contractor for the entire portfolio.
Indeed, DESRI President Thomas de Swardt noted that these facilities expand reliable and cost-effective supply schemes in New Mexico through key partnerships with the Native American community, Meta, and PNM. Finally, TAGC Managing Partner Alok Sindher emphasized that the joint investment will directly drive regional growth and the transition toward a carbon-free power supply.
