Ørsted’s 920 MW offshore wind project enters final phase in Taiwan

Offshore wind project Ørsted completed the main works of Greater Changhua 2b y 4 and is preparing its commercial operation for the end of the third quarter of 2026, the offshore wind project Ørsted’s project in Taiwan has entered its final commissioning phase after the completion of major construction work on Greater Changhua 2b and 4. The complex has a combined capacity of 920 MW and is preparing to begin commercial operation, the company expects to complete this process by the end of the third quarter of 2026, with the project adding new offshore wind power capacity off the coast of Taiwan.

On September 1, Ørsted held a ceremony to mark the completion of the main construction phase, the event took place at the Taichung Port Operations and Maintenance Center and was attended by Taiwanese Premier Cho Jung-tai. Representatives from Cathay Life Insurance, suppliers, financial partners, and executives from the energy company also participated.

Offshore wind project adds 66 turbines of 14 MW

Greater Changhua 2b and 4 has 66 Siemens Gamesa 14 MW wind turbines, the installation of all the wind turbine was completed in January 2026. However, the commissioning had to be adjusted after damage was detected in an export cable of Greater Changhua 2b, this situation shifted the planned schedule to the third quarter of 2026.

Furthermore, Ørsted reported in August that all the turbine at Greater Changhua 4 were now operational, with the remaining work focused on the infrastructure associated with the Greater Changhua 2b export cable. The completion of this system is crucial, as the export cables carry the electricity generated by the offshore turbines to the onshore grid.

Ørsted to raise Greater Changhua to 1.82 GW

Once completed commissioning of the new parks Ørsted will reach an installed capacity of 1.82 GW in the Greater Changhua cluster this development joins Greater Changhua 1 and 2a, which came online in 2024 with a combined capacity of 900 MW. This expands Ørsted’s presence in Taiwan’s offshore wind energy sector as the country seeks to accelerate the addition of new renewable capacity.

The Taiwanese government has made offshore wind development a national strategic initiative, its plan for the period 2026-2039 aims to reach between 15 and 18 GW of capacity, as electricity demand increases due to sectors such as semiconductors and artificial intelligence. Furthermore, authorities estimate that electricity demand will grow by around 2.5% annually, and the expansion of offshore wind generation is part of the strategy to diversify supply and meet this increase.

Cathay Life is involved in Ørsted’s wind power projects

The development also incorporates significant Taiwanese capital investment, Greater Changhua 4, with a capacity of 583 MW, is jointly owned by Ørsted and Cathay Life Insurance, with each company holding a 50 % stake. Cathay has also agreed to acquire a 55 % stake in another asset within the Greater Changhua complex. Closing of that transaction is expected after the corresponding project comes online, with Greater Changhua 2b and 4 nearing commercial operation, Ørsted is entering the final stage of one of its major offshore wind developments in Taiwan 920 MW of new capacity they will strengthen a market that is gaining increasing importance within the island’s energy planning.
