BOEM publishes environmental assessment for wells on the Gilda platform

The United States Bureau of Ocean Energy Management (BOEM) has published the Final Environmental Impact Statement related to the proposed well stimulation on the Gilda platform, located off the coast of Ventura County, California.

Specifically, the report analyzes the potential environmental effects arising from the treatments proposed by DCOR, LLC, which include stimulation techniques such as hydraulic fracturing in up to 16 existing wells.

These activities are part of an update to the operator’s Development and Production Plan.

In addition, the assessment focuses on the implications of these interventions on the Pacific Outer Continental Shelf, a key area for offshore oil and gas production in the United States.

The Gilda platform and its operating track record

The Gilda platform, installed in 1981 at a depth of about 62 meters and located approximately 14.2 kilometers southwest of Ventura, has operated continuously for more than four decades.

Currently, this facility is part of California’s active offshore infrastructure, contributing to hydrocarbon production in the region.

An expedited process under an energy emergency

BOEM completed the statement within 28 days of publishing the Notice of Intent. This process was carried out under the Department of the Interior’s Alternative Arrangements to comply with the National Environmental Policy Act (NEPA) during a national energy emergency.

Likewise, the document incorporates technical reviews conducted by agency experts and takes into account public comments received during the scoping phase of the analysis.

According to Matt Giacona, BOEM’s acting director, he noted that the report reflects input from communities, tribes, and various stakeholders involved in the process.

In this regard, the agency underscores its commitment to a rigorous assessment of any offshore activity, ensuring regulatory consistency and environmental protection.

It should be noted that the issuance of this Final Environmental Impact Statement does not constitute authorization to carry out the proposed work. BOEM will subsequently issue a Record of Decision after reviewing all relevant information.
