Gasunie and Vopak have reached a conditional final investment decision to extend the operation of EemsEnergyTerminal, the liquefied natural gas import terminal located in Eemshaven, Netherlands.
The decision represents a fundamental step toward a definitive final investment decision, which will depend on obtaining the necessary permits. The terminal has already signed contracts with customers who will supply LNG during the 2028-2036 period.
Contracts support the extension
EemsEnergyTerminal secured commercial contracts for a significant portion of the capacity offered during the extension period. The terminal is in discussions with other interested parties to allocate the remaining capacity under a first-come, first-served availability scheme.
The conditional decision also includes a guarantee from the Dutch government, intended to cover part of the project’s outstanding risks and ensure the continuity of this strategic energy infrastructure.
With this progress, Gasunie and Vopak seek to maintain the availability of a facility that has been relevant to the energy security of the Netherlands and Europe since the beginning of the gas supply crisis.
Import capacity of 8.6 bcm
EemsEnergyTerminal currently has a capacity of 8 billion cubic meters per year. The planned extension would allow for the import of 8.6 bcm of natural gas per year, a volume equivalent to approximately one-quarter of the annual gas demand in the Netherlands.
The terminal began operations in September 2022 and was developed in consultation with the Ministry of Climate and Green Growth, with the aim of increasing energy security and reducing dependence on Russian gas.
Originally, the infrastructure was contracted for a five-year period, but the demand for flexible LNG capacity and the need to diversify supplies drove the extension plan beyond 2027.
Gasunie and Vopak reinforce energy security
Both companies emphasized their intention to contribute long-term to the energy security of the Netherlands and Europe. The extension of the terminal would maintain an additional LNG entry point in Northwest Europe over the next decade.
In a context of uncertainty in international gas markets, LNG import infrastructure remains a key element for diversifying sources, responding to demand peaks, and strengthening the resilience of the energy system.
EemsEnergyTerminal can also complement other gas infrastructures in the region, providing supply flexibility and response capacity to external disruptions.
Final FID depends on permits
The definitive final investment decision will be made once the required authorizations are obtained. Until then, the cFID allows for progress in the planning and preparation of the extension.
Royal Vopak highlighted that its global network of terminals supports the international flow of essential products, including liquids and gases used in energy, industry, and the energy transition.
With this decision, EemsEnergyTerminal moves toward a new operational stage, reinforcing its role as strategic LNG infrastructure in Europe and extending its commercial horizon until 2036.
