Colombia’s first offshore wind farm: Barranquilla will apply

The District of Barranquilla, in collaboration with the company K-yena and Copenhagen Infrastructure Partners (CIP), will present a proposal in the bidding process for the construction of the first offshore wind farm in Colombia .

“In Barranquilla we are waiting for the start of the bidding process for maritime areas for offshore wind energy, so that the city can begin the development and construction, together with the Danish company, of 250 megawatts of offshore wind energy ” said Mayor Jaime Pumarejo.

The leader highlighted that the city has been prepared for a year and a half to implement this project, which was presented in May 2022. “We are ready, we have the technical experience, the financial structuring and we have ideal partners who have built dozens of gigabytes of this type of energy projects in the world.”.

The tender for the offshore wind farm

The resolution issued by the Ministry of Mines and Energy and the Maritime Directorate on December 1 establishes the competitive procedure for the granting of temporary occupation permits in maritime areas intended for offshore wind generation projects. This resolution modifies the 2022 resolution, which establishes the foundations of the process. The five stages outlined are: publication and dissemination, qualification of proponents, presentation and evaluation, evaluation of offers, and guarantees and formalization. It is anticipated that the qualification of proponents will be completed before the end of the year.

Mayor Pumarejo highlighted Barranquilla’s strategic location and the consistent high-speed winds, which range between 9 and 13 meters per second. These conditions have made the city the ideal place in Colombia and Latin America for the construction of an offshore wind farm. It is estimated that said park will generate between 250 and 500 megawatts, providing substantial savings in electrical service, according to the mayor.

For his part, Carlos Sarabia, manager of K-yena, highlighted that this project will contribute to diversifying the energy matrix, reducing dependence on scarce resources, while promoting decarbonization, security, stability and reliability.
