The El Musel LNG plant (Enagás) receives authorization to start up

The El Musel LNG plant (Enagás) , in Gijón, has received a favorable resolution from the Ministry for the Ecological Transition and the Demographic Challenge (Miteco) for its start-up. This marks an important event in the development of energy infrastructures in Spain. The terminal, strategically located in the city of Gijón, has become a key project for the diversification of supply sources and the strengthening of the national energy system.

The Third Vice President of the Government and Minister, Teresa Ribera, publishes in the Official State Gazette (BOE) the order establishing the technical conditions for the provision of logistics services for the LNG plant.

For its start-up, and according to the usual process for the approval of this type of infrastructure, only the process of the Commissioning Act is pending by the Industry and Energy Area of ​​the Government Delegation in the Principality of Asturias, as reported by Enagás through a press release.

On June 6, enagás started the binding phase of the capacity allocation process (Open Season) for logistics services in the El Musel liquefied natural gas (LNG) terminal, in Gijón, after the high participation and interest shown by 16 marketing companies during the non-binding phase, held between March 6 and 26, 2023.

The authorization has been issued by the Ministry for the Ecological Transition and the Demographic Challenge (Miteco) and has been enthusiastically received by Enagás. The Third Vice President of the Government and Minister, Teresa Ribera, has published the corresponding order in the Official State Gazette (BOE), thus establishing the technical conditions for the provision of logistics services at the El Musel LNG plant.

This important achievement is in addition to the prior approval obtained on February 17, when the plant received the singular economic regime from the National Commission for Markets and Competition (CNMC). This approval demonstrated that the plant complied with all the economic and regulatory requirements necessary for its operation.

However, although the start-up authorization has been granted, a final procedure is still pending so that the El Musel plant can operate 100%. This procedure consists of obtaining the Commissioning Act, which will be carried out by the Industry and Energy Area of ​​the Government Delegation in the Principality of Asturias. Once this process is completed, the plant will be ready to start operations and actively contribute to the supply of natural gas in the region.

But that’s not all, Enagás has also recently announced the start of the binding phase of the capacity allocation process (Open Season) for logistics services at the El Musel LNG terminal. During the non-binding phase, which took place between March 6 and 26, 2023, there was massive participation and great interest from 16 trading companies. This demonstrates the potential and existing demand in the market to make use of the facilities.

The process will end in July with the assignment of long-term logistics services. The logistics services offered for this infrastructure are LNG unloading, storage and loading operations.

The capacity of this plant will allow the berthing of ships between 50,000 and 266,000 cubic meters. With two LNG storage tanks, each with a capacity of 150,000 cubic meters, El Musel is prepared to receive and store large volumes of liquefied natural gas . In addition, it has two tanker loading bays with a maximum loading capacity of 9 GWh/d, which guarantees an efficient and constant distribution of natural gas to the different points of consumption.

On February 28, Enagás and Reganosa signed an agreement to acquire by Enagás the 130-kilometer network of Reganosa gas pipelines and this 25% of the El Musel Plant.

This project has a significant impact on the European energy landscape, as the Gijón plant has the potential to contribute up to 8 bcm (billion cubic meters) of LNG regasification and loading capacity per year, thus reinforcing safety and energy supply on the continent.
