ADB supports sustainable shipping in Anhui province

A $106 million loan will transform river port infrastructure with green and resilient technology in eastern China.

The Asian Development Bank (ADB) approved a 755.64 million yuan (about US$106.05 million) loan for the development of green inland ports and clean energy shipping in Anhui province in eastern PRC. The initiative is part of an ambitious plan to modernize the logistics sector and significantly reduce its environmental footprint.

A project that accelerates the transition to sustainability

Called the Anhui Province Green Ports and Shipping Demonstration Project, this plan seeks to promote a structural transformation of inland waterway transportation through smart technology solutions, sustainable logistics systems and low-carbon fuels.

This financing is expected to improve transportation efficiency, reduce logistics costs, and generate more job opportunities in a context of inclusive economic growth. The project will directly benefit more than 1.17 million people, including low-income communities and people with disabilities.

Smart ports, clean ships and climate protection

To respond to the growing demand for charging driven by Anhui’s industrial boom, especially in the electric vehicle, the project envisions the construction of climate-resilient ports with energy-efficient cargo systems, digitized port operations and flood protection mechanisms.

In addition, clean energy container ships will be introduced to replace diesel-powered vessels, and new environmentally friendly shipping routes connecting the region’s major logistics hubs will be tested.

Aligned with China’s climate goals

According to Asif Cheema, ADB Country Director for China, this operation represents a strategic integration between low-carbon transport and smart port infrastructure, in line with the country’s focus on high-quality, low-carbon development.

The project also strengthens China’s commitments to reducing greenhouse gas emissions and responds to climate challenges such as floods and storms, which have affected the operability of inland waterways.

A replicable model for the region

ADB will also provide support in the form of technical studies on clean fuels, environmental management manuals and institutional training, with the aim of replicating this experience in other Chinese provinces and developing countries. The intention is for the Anhui model to become a regional reference in low-emission port infrastructure.
