DEEP to Install Underwater Habitat at Tennessee Reef

Vanguard to be the first human underwater habitat deployed in the US in four decades

The Department of Energy and Environmental Protection (DEEP) has confirmed that its Vanguard underwater habitat will be deployed in April 2026 at Tennessee Reef, within the Florida Keys National Marine Sanctuary. This will be the first time in 40 years that the United States has an active human habitat under the sea, marking the beginning of a new era in ocean research and conservation.

The Tennessee Reef was selected because it is located in a controlled access zone, surrounded by diverse coral ecosystems and deep waters that offer great scientific interest. DEEP also identified a sandy strip free of live coral to ensure a safe and responsible deployment of the Vanguard system.

Technology at the Service of Science

Vanguard has been designed to house up to four aquanauts, who will be able to live and work underwater for several consecutive days. It also features:

  • A steel structure with acrylic windows
  • An operating depth of 14 meters
  • A surface support buoy
  • A base installed at a depth of 18 meters.

Vanguard’s operation will be coordinated from the DEEP Florida Station (DSF) in Marathon, which has been designed to provide logistical and medical support to aquanauts and function as a training center and remote control point for habitat management. Its proximity to the reef will allow compliance with established evacuation and safety protocols.

Technical Supervision and Certification

Since the project’s inception, DEEP has worked with DNV Maritime to ensure that all Vanguard systems meet the highest standards of subsea engineering. The goal is for this structure to become the world’s first underwater habitat with official DNV certification.

From the earliest design tests, DEEP collaborated with us to ensure that their systems and materials met the highest standards of subsea engineering. We look forward to strengthening this collaboration as they move towards full DNV certification for the Vanguard vessel.

Jonathan Struwe, DNV Director of Subsea Technology.

A Step Towards the Future with Sentinel

Vanguard is not an isolated project; it represents the pilot for an ambitious Sentinel strategy, also developed by DEEP, which aims to house larger crews during longer duration subsea missions.

The Tennessee Reef provides Vanguard a home in one of the world’s most important marine environments. We are very excited to begin this new phase. Seeing Vanguard deployed and ready to receive aquanauts underwater will mark the beginning of a continuous human presence on the seabed, serving science, learning, and ocean conservation.
