Pemex has experienced an alarming increase in the frequency of accidents

During the last two years, there has been a worrying increase of 152% in the frequency of accidents in the company Petróleos Mexicanos (Pemex) . Likewise, in the last year, the severity rate has experienced an increase of 126% compared to 2018.

Every quarter, Pemex reports on the frequency rate and the severity rate, two metrics that allow us to understand how often and how serious are the accidents that occur within the company. In 2021, the first one rose to 19 and in 2022, the number almost doubled, reaching 29 days.

If the last year of activity reported by Pemex is considered, an average of 34 days can be observed in the frequency index. This represents an increase of 126% compared to the average 15 days reported between 2018 and 2020.

Budget cut: influential factor in the frequency of accidents

Despite the increase in the frequency and severity of accidents at Pemex, the approved budget for infrastructure maintenance has experienced a 49% reduction from 2020 to 2022, going from 16.8 billion pesos to 8.6 billion pesos.

During the last four years corresponding to the previous administration, an average of 17.850 million real pesos were allocated to maintenance, while in the first years of the current administration, the budget was reduced on average to 11.150 million real pesos. This represents a 38% decrease between both periods.

From 2018 to 2019, the budget reduction was 56%, going from 19,300 million real pesos to 8,500. For the year 2023, a budget of 23,481 million pesos has been approved for the maintenance of the Pemex infrastructure , the highest figure allocated to maintenance in the company at least since 2011.

However, according to Oscar Ocampo, this investment is still not enough, since it currently represents less than 10% of the total budget assigned to Pemex and in previous years it was around 5%. According to the specialist, this number should be at least 10% to ensure proper maintenance .
