Brazilian energy authorities closed a historic day with the award of 34 blocks for oil exploration and production in four sedimentary basins, generating a revenue of R$ 989.2 million in signature bonuses.
Oil blocks attract strong business competition
The 5th Cycle of the Permanent Concession Offering(PCO), organized by the National Petroleum, Natural Gas and Biofuels Agency(ANP), exceeded expectations with premiums of more than 500% over the stipulated minimum. This cycle included blocks located in the Parecis (onshore), Foz do Amazonas, Santos and Pelotas (offshore) basins, occupying both onshore and offshore regimes.
Nine companies participated in the bidding process, securing investments of R$ 1,456.9 million in the initial exploration phase. Among the blocks awarded, the areas of the Equatorial Margin stood out, where the premium reached nearly 3000%. Competition was particularly active in 7 of the 19 blocks offered in this region.
The interim general director of the ANP, Patricia Baran, mentioned that the results demonstrate the confidence of investors in the country’s exploration potential. This type of awards, under the permanent offer model, allows companies to apply continuously according to their strategic interest, strengthening the competitiveness of the market.
On the other hand, the 3rd Cycle of the Permanent Production Sharing Offer(OPP), oriented to the pre-salt layer, began. This includes 13 exploratory blocks in the Santos Santos and Campos and Campos basins, available for new expressions of interest. Like the PPO, this regime offers greater flexibility to companies by eliminating fixed terms.
The consortiums and awarded companies must submit the required documentation and make the corresponding payment for the signing of the contracts, scheduled for November 28, 2025. The ANP will continue to monitor compliance with the commitments assumed in each block.
