The president of the Government of Aragón, Jorge Azcón, announced a new regulation that will prohibit the installation of floating photovoltaic panels in the region’s reservoirs . This announcement was made in Lanuza, a town in the Huesca Pyrenees, during an act of rejection of the installation of such panels. Azcón was accompanied by the mayor of Sallent de Gállego, Jesús Gericó, and the president of the Provincial Council of Huesca, Isaac Claver.
Azcón defends Lanuza’s landscape from photovoltaic panels
Azcón recalled that on July 9, the Council of Ministers approved a royal decree regulating the installation of floating photovoltaic panels on reservoirs, affecting 14 reservoirs in Aragón, including Lanuza. This reservoir, considered an “idyllic landscape”, is the setting for the renowned Pirineos Sur Festival and various sailing activities, where the installation of panels would be “an aberration”.
In response, Azcón emphasized that all the legal services of the Autonomous Community will work for the regulation to see the light as soon as possible. In his words, “neither do we want floating photovoltaic panels on the waters of our reservoirs, nor are we willing to let them install them without moving“, describing the situation as an “injustice”.
For Azcón, the commitment of the Minister of Ecological Transition and Demographic Challenge, Teresa Ribera, for these facilities shows a lack of knowledge of the idiosyncrasies of the Tena Valley and the economic consequences for the area. For this reason, the Government of Aragon is drafting a regulation that will be part of the Aragon Energy Plan to prevent these installations.
Environmental and economic impact
The president of Aragón questioned the possibility of imagining the Lanuza reservoir as a “black spot” of photovoltaic panels. photovoltaic panels.. He stressed that the measure would have a negative environmental impact and would be detrimental to the economic, tourist and cultural development of Aragon, seriously affecting irrigators. He pointed out that Aragon has enough surface area to install panels in other places, representing about 10% of the national territory.
Azcón also pointed out that Aragón is the fourth Community with the highest generation of renewable renewable energy in Spain and the second with the second highest share of production, with 82% of its energy being renewable. These figures are attracting electro-intensive industry, such as data centers, to the region.
He also mentioned that the regulation to prevent the installation of photovoltaic panels on reservoirs has a unanimous mandate from the Aragonese Parliament, hoping that it will receive the same support from the parliamentary groups, leaving aside partisan interests in defense of the territory.

Jesús Gericó, mayor of Sallent de Gállego, expressed a “resounding no” to the installation of photovoltaic panels on the Lanuza reservoir, highlighting the effort of the inhabitants in rebuilding the area after having abandoned it in 1978. He assured that the Town Council will use all available tools to prevent the installation.
For his part, Isaac Claver called for the preservation of natural resources and the natural resources against “aberrations” such as the installation of floating slabs in Lanuza, as well as in other reservoirs in the region such as Búbal, El Grado, San Salvador, Sotonera, among others.
