At Unit 2 of the Xudapua Nuclear Power Plant, the China National Nuclear Power Corporation (CNNC) poured the first concrete container for the island’s nuclear reactor . This event symbolizes the start of the unit’s main project and signals the plant’s entry into a new construction phase that encompasses two types of machines and four units in total.

In response to China’s high-quality nuclear industry development initiative, this project complies with Xi Jinping’s thinking on socialism with Chinese characteristics for a new era. It also aligns with the Corporation’s efforts to capitalize on the opportunity presented by the “dual carbon” target and reinforces “integrity and synergy” in the industry, following General Secretary Xi Jinping’s directives to promote the revitalization of northeast China in the new era.

The project in Liaoning Province, which represents the largest single investment in clean energy during the “14th Five-Year Plan“, is critical to the development of the clean energy industrial cluster in Huludao. The Xudabao Nuclear Power Plant, once completed, is planned to have six nuclear power units generating about 18 billion kilowatt-hours per year.

Currently, the construction of the four units of the project is progressing in an organized manner, with a total investment exceeding 48 billion yuan. Units 1 and 2 are expected to start operations in 2028 and 2029, respectively, while units 3 and 4, currently in the equipment installation stage, are anticipated to be operational in 2027 and 2028.

The role of the new Xudabao nuclear units

Once in operation, these four units will be crucial to adjusting Liaoning’s energy structure, ensuring energy security and promoting the region’s socio-economic development. In addition, these facilities will contribute significantly to the transformation to a green, low-carbon economy, driving effective investment and industrial development in northeast China.

Liaoning Nuclear Power and the Xudabao project teams implement a high-quality engineering project management approach called “Six Controls and Seven Zeros”, prioritizing safety and quality. This strategy seeks to achieve high standards in construction and also to establish the Xudabao project as a role model in the industry.
