Construction of Southern Europe’s largest 2G biofuels plant underway

The companies Cepsa y Bio-Oils have begun construction of the largest second-generation (2G) biofuels plant in southern Europe. This project is intended to produce up to 500,000 tons per year of sustainable aviation fuel (SAF) and renewable diesel (HVO), representing an opportunity for both companies to double their current production.

The largest biofuel plant

This plant joins the existing Cepsa and Bio-Oils operations in Huelva, making it the second largest renewable fuels complex in Europe, with a total capacity of 1 million tons per year.

Scheduled to start operations in 2026, the construction of this plant in Palos de la Frontera (Huelva), involves an investment of 1.2 billion euros and the creation of 2,000 direct and indirect jobs during its construction and operational phase.

The launch of this project was attended by prominent figures such as Juan Manuel Moreno Bonilla, President of the Regional Government of Andalusia, and Teresa Ribera, Third Vice-President and Minister for Ecological Transition and the Demographic Challenge, who emphasized the role of Andalusia in the production and distribution of clean energy in Europe, as well as the importance of this project in the reindustrialization and modernization of the Spanish productive fabric.

Maarten Wetselaar, CEO of Cepsa and Pratheepan Karunagaran, Executive Director of Apical, highlighted the relevance of the project for the decarbonization of non-electrifiable sectors and the expectation that global PBS production will triple by 2024. This project is not only strategic for Spain and Andalusia for its contribution to green molecules, but also promotes the circular economy by using organic waste as raw material, thus avoiding the emission of 3 million tons of CO₂ annually.
